OKLAHOMA CITY – An Oklahoma City homeless man is back in jail for the third time after police said he had a warrant out for his arrest for violating his sentence in a child rape case.
News Channel 4 spoke with law enforcement and found the arrest of this convicted predator could expose a hole in Oklahoma’s sex offender registry.
While it can be easy to find the home of a sex offender online at the county sex offender database, it’s not so simple tracking those who don’t have a place to live.
Dozens walk in and out of the City Rescue Mission daily.
The shelter checks each person’s background, something administrator Kim Combs said they must do knowing predators are roaming the streets.
“We have children in this shelter, we have a family side,” Combs said “We have to protect those children who are vulnerable already.”
However, after Victor Gilliam was arrested for violating his child rape case sentence, records show his address as 800 W. California Ave., the City Rescue Mission.
Combs said that’s not the case.
She said he would have never passed background checks since police said he is a lifetime registered sex offender.
He was found guilty in 2001 on multiple counts of rape of a child under the age of 14.
“If it proves to be that they are a registered sex offender, they are not allowed to stay at the mission,” Combs said.
So when it comes to keeping up with transient sex offenders, The Department of Corrections said it can be difficult.
Those without a home simply tell police a general area where they can be found and check in with officers more often.
Those officers can’t find are on the streets not complying with the law.
In Giliam’s case, it took him four years to register as a sex offender and only after police found him and put him in jail was he listed as living at the City Rescue Mission, which turns out not to be his address at all.
So for the third time, Gilliam sits in the county jail waiting to see the judge on yet another violation of his parole.
